My App Store seems to be trying to connect but never does?

Can some one tell me why my App Store seems to be trying to connect but never does?

I have an iMac (27 inches Late 2009), with a 3.06 GHz Intel Core 2 Duo Processor, and

with 12 GB 1067 MHz DDR3 of Memory; running OS X v. 10.11.2 (El Capitan)

I have tried to contact Apple about this problem but have had 0 effectiveness

The app seems to be there and it opens but keeps trying to connect to the store a nothing happens.
