iPhone 6 doesn't show up in File Explorer on PC (need to manually transfer photos)

I have stored photos on my PC that I want on my new iPhone 6. iTunes doesn't give me a transfer files option and the device does not show up under File Explorer.

iPhone 6, iOS 9.2
