how can i turn on findmyphone from computer
I lost my phone and I believe I turned off find my phone feature. can I turn this on from a PC
iPhone 6, iOS 9.2.1
You can only turn it on from the device. What makes you think that you turned it off?

Login to iCloud.com. From there you'll be able to see if it's still enabled or not.
I tried to locate it through find my phone and it was not on,
You mean the device did not show up in the list of trackable devices, or that it did, but it reported that it was offline?
correct it wasn't able to locate the device so I'm assuming I had it turned off
If you saw the device and it showed offline, then Find My iPhone was activated, but the device is either off, or not connected to the internet. Not the same as turning off Find My iPhone.
