Unable to upgrade storage in icloud

I keep getting a message telling me my icloud storage is full, but when I try to upgrade it, I go through all the steps and then get it kicked back saying my billing information has changed and to verify my payment information. Nothing has changed, everything is as it should be, yet I still can't upgrade to the 200GB.
