Can I use one iCloud account to store photos from two different devices and Apple IDs?

Husband has his iPhone, his Apple ID and iCloud account with purchased storage

Wife has her iPhone, her Apple ID but no iCloud extra storage

Can wife use husband's iCloud purchased storage to backup photos from her iPhone?

iPhone 5s, iOS 9.2.1

Not unless you sign in with his Apple ID, which will sync husband's data to wife's iPhone.
