Mac Pro dead logic board? or PSU?

I have an early 2008 Mac Pro dual quad core 2.8 that won't boot. If I press the diagnostic LED button, only 2 & 9 come on. If I remove the RAM from the risers and start the machine, I don't get a flashing front LED, it's solid. Am I right to assume that the logic board is bad? Or is LED 8 not being on mean bad PSU and the system is just not getting to the point to detect RAM?
