icloud problems

my mum died and I now have her ipad. I don't know her password for icloud and her e-mail doesn't exsist anymore. I do have the death certificate but but when I phone apple they say I need a proof of purchase. Is there anything else I can do or is for this or is the ipad for the bin? Please help.
