ringtone not synching - synch not working unless reset

My pc is authorized on Itunes, but lately, I need to reset to factory settings if I want stuff to synch. The ringtones don't synch either.

What can I do to make it work??

iPhone 5c, iOS 9.2.1, pc windows 10
