So I found an iPhone 6, basically when I power it on I'm greeted with the usual setup process, but it has activation lock and I can't contact the previous owner because I can't his email address. The closest thing of information I have about the owner is this picture down below. My question is how can I contact the previous owner?

I use came back from my local police station and they said they can't take the phone in because the lack the software and staff for lost and found mobile phones. They said I can keep it for now.
If you can, ask Siri: Who's phone is this? A lot of times she will give a name and form of contact to the iPhone owner.
I can't access Siri because the phone is in setup mode
