Issues with iTunes playing HD vs SD content

I am having an issue with HD playback. I purchased and downloaded 1080p content and now iTunes is warning me that I am not HCDP compliant. My library shows my downloaded content but will not access. I can click on a movie to play and it brings up the menu options to Play, Select Scene, Extras ...etc... When I select play on some of them nothing happens, I can however play "deleted scenes" .

My system is setup as follows:

iTunes - 12.3.2.53 (64-bit)

Quicktime Pro 7

Radeon Software Version - 15.11.1

Radeon Software Edition - Crimson

Windows Version - Windows 10

System Memory - 8 GB

CPU Type - Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz

I am running a dual monitor setup.

ITunes is installed on my C: drive with the library stored on J: drive, total iTunes library is 495GB ( 390 is movies )

Troubleshooting:

Updated all drivers

Uninstalled/Reinstalled iTunes

Ran repair on iTunes

null-OTHER, Windows 10
