Q: can i get a refund?

i got this message from itunes store:

Dear Susan,

You have purchased 100 Coins for Likes on 11 February 2016 and acknowledged that if you download this in-App Purchase within fourteen days of buying it, you will no longer be eligible to cancel this purchase.

i would like to cancel my purchase because i didnt get even 1 like! that up is a fraud.

i was liking even pictures of other people to get more coins for nothing.

how i can recover my money after this message that itunes sent me i tried i went to my user and i cant find the payment i did yesterday.
