Cellular data in connection with background refresh

HI! i wanted to optimize my cellular data's speed and I am wondering what apps that secretly use cellular data and slows it down? Like does the push feature in mail slow my data speed down due to its active refrshing for new mail? or turning on the feature background app refresh compete with my data usage too?
