Pairing of new ATV4 does not work via iPad device, but does work manually

I'm not really with you what are you pairing with the Apple TV and where does the iPad come in.
When first setting up ATV4, the simple option is to use a device such as an iPad to transfer AppleID, password and Wifi network name and PW, via Bluetooth.
The longer, tedious option is to set it up manually.
I also cannot get SIRI to work, the in settings this remains greyed out.

I'm afraid if the set up doesn't work with the aid of another device, I'm not aware of any steps you might take to rectify this.
Where exactly are you, Siri doesn't work in all locations.

AFAIK there isn't a French community.
I asked because siri only works in a few locations as of yet and I wondered if you were in one of them. However so long as you have it set up for the language French in the location France, it should be working.
I'm not sure what else could siri to be greyed out, do you have any restrictions enabled.
