I'm not entirely sure what your problem is, but if it's something that only iTunes Support can help with (these are user-to-user forums ; it's not a good idea to post personal info on any public forum) then you can contact Support in the country where you are (and which is therefore the country on your iTunes account) via : Contact Apple for help with Apple ID account security - Apple Support
