Two iPhone home, one is perfect and the other is missing album covers / art from iPhone Music.

Two iPhone home, the one iPhone works perfectly, my iPhone has the following issue:

Four month old problem with album covers / art transferring to my iPhone Music app. Some album art is there on the iPhone, others are a grey image and missing. My iTunes OSX is perfect, all the art is complete.

What is the best way to get back my album covers to this iPhone?

If there is not a solution, what is the best alternative to iTunes on OSX and Music on the iPhone? I'll gladly pay to make this problem disappear.

I do not use Apple Music at all, the account has never been hooked up as I own all my music.
