Turning off iCloud backup

I continue to get a message about iCloud not being large enough to backup my phone. That is fine. I don't want to pay for extra iCloud space. So in attempting to turn off the iCloud backup and going through the most insane steps in the iCloud web interface I believe I found the place to do it. In order to turn it off though I have to answer security questions which I set up around 8 years ago. I can't for the life of me answer them correctly. I use the "reset questions" link and it is emailing me at the original address I set up my first iOS device. That email hasn't been apart of my iCloud account for years. I have no idea why it feels the need to email me there rather than the email address that is actually linked to my account.

The reset email will go to the rescue email address that you put on your account (so it is linked to your account), the primary email address is not used for resetting them (and the rescue email and primary email addresses cannot be the same). If you don't have access to that email account : Contact Apple for help with Apple ID account security

If your country isn't on that page then try this form to contact Support : https://www.apple.com/emea/support/itunes/contact.html

When they've been reset you can then update your rescue email address for potential future use : About your Apple ID email addresses - Apple Support

Or if it's available in your country you could change to 2-step verification : Frequently asked questions about two-step verification for Apple ID
