Remember Playback Position Not Working

I have been listening to long music tracks for a long time, and the remember playback position option always functioned properly. Recently, it seems that this functionality is broken in both iTunes and the music player on my iphone (ios 9.2.1). Now, even when that option is checked, the track is restarted from the beginning, regardless if it had been stopped mid-track already. Things I've tried:

1. checking, un-checking, and rechecking the "remember playback position" option

2. playing track from playlist, artist, album in iTunes (windows)

3. playing track from playlist, artist, album Music app (iPhone)

Is this a known bug? Couldnt find much on it.
