Paint is a Microsoft Application for Windows. There is no Paint on OSx. If you need to edit Pictures, you can do limited editing with Photos.

Other than that, you will need to download an image editing application. Many use Gimp because its free. For more involved editing, there's always Photoshop.

Otherwise look in the Mac App Store for an image editing app that does what you want.

I may not be understanding the question, but there are several Paint Apps in the Mac App Store. I have one called "Paint" on my Mac, so that is why I took a look. Here is what comes up with a search for "Paint":

Am I barking up the wrong tree?

P.S., I also use an App called Sketcher which really can render some nice effects on your photos:

There are several options for taking "screen pictures" (a.k.a. screenshot) on the Mac and also several options for the Mac equivalent of Windows "Paint":

To take a screenshot you have two built-in options:

1) Use keyboard shortcuts:

https://support.apple.com/en-us/HT201361

2) Use the Grab.app

Applications > Utilities > Grab.app

To open and edit that image, you can use a few tools that come with Mac OS, or several inexpensive image editing applications that are available from the Mac App Store:

Built-In:

1) Preview (https://discussions.apple.com/docs/DOC-7492)

2) Photos

On App Store:

2) Pixelmator
