Apple Event: May 7th at 7 am PT
I have not been able to find a definitive answer as to whether or not you can use iCloud with Time Machine to backup my Macbook Pro that's running El Capitan. Is it possible? And if so, can you please point me to the directions on how to set Time Machine up to backup to my iCloud account.

If you have a good Router and decent internet service provider, get a NAS Drive, backs up on the fly., I have a Netgear ReadyNAS RN204 with 8 TB. Love it! It hook into my Netgear Nighthawk 7900...works flawlessly!

Do you know of any cloud-based service that Time Machine will back up to? Or does it have to be strictly hard wired?
I think you will find that each of the cloud based backup services will provide software written specifically for its product.
There would be no real need for an app like Time Machine.

I wouldn't suggest you use anything other than an external drive, even if you could.
