If you are paying for additional storage for iCloud and you do not want to renew it, then go to Settings>iCloud>Storage>Change Storage Plan, then select the "Downgrade" option to downgrade the next time it comes up for renewal.

Not sure what your question about available funds means, but I'm guessing that you are asking about what happens if you cannot pay for the extra storage when the charge  is processed. In that case, the additional storage will be lost.

    Cheers,

    1. Click here for information.

    2. Apple used to offer annual plans; those currently on one can keep theirs until they switch to another or a billing problem causes it to be cancelled. For ones which draw on a credit card, the transaction might not go through, or it may cause the card to go over the limit. For ones which draw from iTunes Store credit, the balance will eventually run out.
