Facebook MESSENGER will not delete

The Messenger app never entirely installed, and now it won't delete. I've tried the standard way of deleting apps. Didn't work. I've tried restarting the phone. Didn't work.

What do I try now?

Settings > General > Storage & iCloud usage > Under storage - Manage Storage> Find messenger here and delete
