Can't Reorder Songs in Playlist iTunes 12.3.2.35

I am finding that I can't drag and drop songs within a playlist I've created to reorder the track listing anymore. This is a somewhat recent issue—within the past few months. I've noticed that when I first create the playlist I can reorder, but once I restart iTunes it's like it is set in stone. I have tried going to view options and changing the settings but nothing seems to work. Edit playlist doesn't work either, only lets me add or delete songs. Help! This is infuriating. I have always loved being able to create playlists for myself to burn to a CD and care a lot about the order.

My iTunes version is 12.3.2.35

I am currently running OS X Yosemite 10.10.5

Will upgrading to El Capitan fix this? Or is there something else I can do?

MacBook Pro, OS X Yosemite (10.10.5), 13" early 2011

Hi,

Select the playlist, then go to View / View options and Sort by Playlist order. You can then drag them where you want.
