There's no other way, you need a computer from a friend or make an appointment with Apple genius.
Unless you have an iCloud account with Find My iPhone turned on and have access to another device.... 🙂

What I meant is on passcode lock device.
Of course if you have the other 3 things
1. An iCloud account
2. Find My iPhone is ON
3. Another device or computer
iPhone 5s disabled too many passcode attempts so please help telling me how to get back in without having a pc?
