iCloud photo library size does not match Mac Photo library size

Question

I just realized that the total size of my photos uploaded/synched to iCloud does not match the size of my Photos library on my Mac.

I do have enough space available on iCloud and my Photos library on my Mac says that all photos have been synched in full resolution/size.

Does anyone know why this is the case?

The application Library contains data that isn't synced to iCloud so the Photos Library is larger.
