Before I dounlod the latest software 9.2.1 on my iPad 2 my screen rotation was working fine intill I uupdate to iOS 9.2,1 screen rotation suddenly stopped working.

You haven't got rotation lock 'on' (there isn't a lock icon at the top right of the iPad's screen ; About the iPad Side Switch - Apple Support), and you've tried a soft-reset/reboot (press and hold both the sleep and home buttons for about 10 to 15 seconds, ignoring the ‘ slide to power off’, after which the Apple logo should appear and the iPad should reboot) to see if that gets the iPad's screen to rotate again ?
I Have tried all of that and it didn't solve the problem

You've also backed up (and copied purchases off) and restored to the backup ? And if that also doesn't work reset back to factory defaults ? If it still doesn't rotate it may have a hardware issue
Try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
