no storage capacity but can't clear other folder

My other folder is taking up over 50% of my storage capacity and consequently my startup disk is full. I cannot at this stage even back up the phone to iCloud because there is no space. As my phone screen has just smashed I am stymied. I have taken off all apps that I can, and all photos should be in the cloud. Any ideas as to what to do next. Thank you.
