'Send as text message' option in iOS 9

It used to be that you could tap and hold on an iMessage and the bubble would show allowing you to 'Send as text message'. In iOS 9 the only options are 'copy' and 'more...'. The more option changes the screen a bit and you can select multiple messages to delete or forward. It is EXTREMELY annoying to have to turn iMessages on and off to text someone who had a borrowed iPhone for vacation and switched back to their droid phone since my iPhone will not recognize that they no longer have an iPhone. She has tried deregistering the phone and a number of other self fixes. The borrowed iPhone was reset and it is still not switching back.
