Photos on iCloud not downloading...

Hello...

I have a strange bug that is affecting my iCloud account with the Photos sync...

I have a LOT of photos on iCloud but the Photos app on iOS and OS X & Web shows absolutely nothing and i also checked the Photo Stream box and nothing is downloading and the photos are taking a lot of space on my 5 GB account and i am a paying iCloud member for 5 months now. Paying to get that 50GB of space instead.

But here's the strangest thing: Photos are downloaded but won't show up in Photos and they're there in the Masters folder in the Photo Library file. If i check out iCloud for windows, i can download them all but i can't delete every single one of them... They don't show up on the Deleted photos folder...

I really don't know what to do...
