Syncing calendars using Icloud with Windows 10, Ipad / Iphone

The Icloud Calendar on my PC (Windows10) is not Syncing with the Calendars on my Ipad or Iphone.

Not syncing between the Iphone or the Ipad

iPad 2, iOS 6.1.3

Is sync calendar checked in the items list under iCloud?

Yes the the sync calendar is checked.

I have uninstalled and reinstalled Icloud for Windows countless times.

Sorry - I meant on the iPhone and iPad - not the Windows console

Whilst I have been communicating with you I have un-installed Icloud from the PC and then installed a completely new version instead of "repairing" the existing version and this appears to have kicked life into the syncing process on my account. So thanks for your attempt to help but I think I have got going again.
