Last year I upgrade my cell to an IPhone 6s plus. Now when I tried to download a FREE app always I have to go through iTunes pass and give my credit card. If it is free why you are you requested for?

What exactly happens when you try to download the app ? Are you using a new account (and if so did you use the instructions when creating it : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support) ?

Thanks, but it isn't a new account. they have charged me many time $1 without no reason in the past.... What I wonder and disappoint me is why my cell paths me through verifying my credit card payment if it is a FREE downloading App??
If you have a card on your account then it's details have to be correct and full.
The $1 'charges' are temporary, your card issuer should remove them, generally within a few days or so (if they haven't then contact your card issuer) : About payment card authorization holds in the iTunes Store - Apple Support
why you ask for a credit card to download a FREE app?
