how do you change the reachable phone number in the apple ID account

The Apple ID is not linked to a phone number as far as I know - we have had a WiFi only iPad that had an Apple iD without any number associated with it
Of course if you changed your number and now want to link your iMessage and FaceTime with the new device - simply signing into the apps and having them all on the same network should suffice
