Every time i plug my iPhone into the comp it opens the import page of photos, it shows me these pics with " New Items(40 items)". All of these pics have been imported ages ago yet they continue to show up. Im afraid to go to the phone and delete them in case they are gone forever from everywhere, Any ideas as to why this may be happening and how to stop it...

When your iPhone is not connected to iTunes, do the photos appear in your Mac's Photos app?
If so, it's safe to remove them from iPhone's Camera Roll.
When I went to do this it said "This photo will be deleted from iCloud photo library on all your devices", so i really don't want that, it seems I'm missing something maybe...Any ideas?
Open the Photos app on your Mac. Do not connect your iPhone to iTunes.
Use Photos' menu on your Mac to go to Photos > Preferences > iCloud. Uncheck the box that says "iCloud Photo Library". Does that remove (or threaten to remove) any photos you wish to save? If not, you're safe to remove the photos from iPhone's Camera Roll.
If the photos are removed from Photos by unchecking "iCloud Photo Library", then rechecking that box should bring them back.
