iPhone 5 will not connect to known or open wifi networks

Within the last week my iPhone 5 16GB iOS 9.2.1 cannot connect to known and saved WiFi networks. Each time I enter a password, it says the password is incorrect. I have tried all of the fixes: reset network settings; hard restart; iTunes restore; setup as a new iPhone; restore to a backup... nothing works. The phone does not even connect to open WiFi hotspots. If this is an iOS issue when will a fix be forthcoming?

Did you already check the general Wi-Fi troubleshooting?

Did you try to set it back to factory settings without using any backup data afterwards and set ip up by manually filling in the personal info needed?

If Wi-Fi does not work after that, get the phone checked by Apple, the issue might be hardware related.
