Can I get Fandor on Apple TV without have to stream it from a separate device?

I think you'd be best confirming it with someone in the US, but their website certainly doesn't make any claims that the service is available on the Apple TV.

I doubt you would see anything on the Apple site, there are now hundreds of apps on the Apple TV and more are being added very regularly. However I'd tend to think the Fandor site would likely be correct.
I am also in the US and can confirm Fandor is available to download from the tvOS App Store on the ATV4...
