Already went through the set up process but my old phone wasn't backed up to icloud. So now I'm trying to get the old info into my new phone. Help!

Where was your old phone backed up to? Did you backup in iTunes? If so, then connect the new device to iTunes, and restore your old backup. See this support document. Transfer content from an iPhone, iPad, or iPod touch to a new device - Apple Support

You first post says "wasn't backed up to iCloud", your very next one says "backed up to iCloud".
Which one is it?
I agree with roaminggnome. Your contradicting yourself. Why don't you take a breath, start over, and describe your problem.
Are you maybe trying to say that you cannot see the old backup? If that is the case, it is probably that the new phone does not have the same iOS as the old phone, or has an older iOS.
when I was setting up the phone my icloud was not synced. Iwas able to sync my old iphone after i had already gone through the hello screen. So now i'm trying to upload my old info onto my new info but don't know where to go.
Okay, so you have already set up the new phone as new, and you want to restore it to your old content. You will need to see this support document, follow the steps for a device you already backed up. Restore your device from an iCloud or iTunes backup - Apple Support
