iCloud annoying Notification

Hello all,

I have iCloud in windows, it keeps pushing me a notification every couple of mins, that my storage is full. There is no way to turn this notification from the iCloud setting, I don't know is this the way Apple want us to buy storage ,not because we need it but to get rid of this annoying unprofessional notifications. I don't have Alzheimer to need to be remembered every couple of min!!!!

So, the only way is to block the whole icloud from Windows notification setting and I did, however, somehow icloud get the permission to push a notification automatically, without my permission. I don't know if this is a problem with icloud (other programs I turn there notification off don't gain it back automattically) or it is a problem with win 10 (since win 10 is so so smart but with negative sign!).

I hope i can find a solution.
