Blocked icloud

hello apple, I live in Israel that is mean that I don't have support to my iphone 6 plus.

2 Months later, I had blocked, I don't know why, by iCloud. I had changed my password 4-5 times, but it is no help:(

i can do upgrades, please help me to unblocked my phone account in iCloud.
