Your ability to get to the web page indicates that you can access the printer from Windows.
1. Do you see any messages if you click on Syslog? It should show you messages, even if there is no Syslog destination configured.
2. Can you click on Bonjour and see check the available options/settings?

I turned it on
when i clicked on it , it shows HP OfficeJEt Pro 8600 when i click on it the EWS page come up
NOW i see where there is one for the Win side but i have to down load it
doing that now
