i need assistance with my i phone 5s HELP!!

i tried to do an update on my i phone to the ios9 and am not computer savy or work well with my phone in the first place but then my phone is stuck on a black screen with the i tunes logo on it and a little picture of a plug on it .....my phone wont turn off to reboot it does nothing when i plug it in to the comp i cant even go to to home page or it will not swipe AT ALL i cant even make a phone call if i wanted to please help me how to fix it plus it has a 100% full charged battery
