how to transfer purchased applications from one apple ID to another?

Applications are always tied to the AppleID they have originally been purchased from. There is no way to move them to another AppleID. Unless that is you purchase them again in the new AppleID.

Purchased apps are associated only with the Apple ID that purchased them...they are not transferrable.
