If you did not use iCloud,you cannot use the Find My iPhone service Apple has to locate or lock your stolen device. You should make sure you report the stolen device to your local law enforcement and notify your carrier immediately. Good luck.
If 'find my phone' was not enabled I'm afraid you have little chance of recovering it.
Report the circumstances to your local police and make sure you get a reference number. Then, if you are insured, your insurers should cover most of your loss. They will require the report reference to prove the loss.
you should report the IMEI to the police and your carrier in some countries that result in the phone not being able to be used on any of the carriers in the country
