What happens when you try to buy a book ? Are you getting an error message ?
NO error messages, just no download and book is not in My Books.
Does the purchase appear to go through (you have an emailed receipt for them and they show on your purchase history, See your purchase history in the iTunes Store on a Mac or PC - Apple Support, and on http://reportaproblem.apple.com) ? If the book(s) show there then do they show in the Purchased tab in iBooks for downloading ?
PPurchase history shoes last book was bought on Feb 1st, 2016. I have tried since then. Think I had a gift card that was exhausted, but remember I got an email notifying of the Feb 1st purchase. How can I input a credit card for future purchase.?
You can add a card by logging into your account by, on you iPad, tapping on your id in Settings > iTunes & App Store and then tapping 'view apple id' on the popup, or you can do it via your computer's iTunes : Change or remove your Apple ID payment information - Apple Support

Can you buy books on your computer's iTunes (and/or iBooks if using a Mac with it on) ? And you've tried standard troubleshooting e.g. logging out and back into the account on your iPad, closing iBooks via the iPad's taskbar, soft-reset/reboot of the iPad ?
I Have logged out of my iPad account, hard rebooted the iPad, but not closed iBooks via the task bar. I simply return to home to exit iBooks. Remember I have an iPad mini. Thanks for your helpful comments. also want to read the books on my iPad, not on my computer.
Closing iBooks via the iPad's taskbar is possibly worth trying : Force an app to close in iOS - Apple Support
And you can download books on your computer and sync them from there to your iPad, in a similar to how music, films etc can be synced.
