Safari internet connection issue with cellular 4G

I'm using an iPhone 6 Plus with IOS version 9.2.1. I have a broadband connection at home plus a cellular 4G/LTE package that I use when travelling. I also disable WiFi at home occasionally when my broadband quota expires. I have no problems with getting internet access from any app, except Safari. Whenever i am offered a link in an email or other app that requires a browser, it chooses Safari (whereas I normally use google). Safari always complains that it cannot display the requested web site page, because it is not connected to the Internet. It makes no difference if I am using the home broadband network, or the cellular 4G/LTE service. I simply cannot seem to use Safari at all! What am I doing wrong?
