My general settings to restrictions is locked I dont have a computer (itunes) as well I tried reseting my iphone 6 plus but it wont factury reset. Is there another way

Sorry, but you'll need a computer to do that, there is no other way. Visit an Apple Store or Apple Authorized Service Provider and ask them to do that for you.
Or maybe some of your friends can help you out.
If you can't unlock the restrictions, you'll have to start from the scratch, the code for restrictions is part of your backup and will be restored if you use that backup again.
