I Have 2 ATV,'s while streaming a rented movie in one room, I want to movie to another room. But when I access the rented movie there, It starts at the beginning and I have to fast forward to where I was at in the previous room. Is this because of the caching process?

Nope, it can be viewed on any device or another ATV. But my question was answered, due to streaming, each device starts at the beginning. So it is necessary to scroll to where you left off.
That is incorrect. A rental, is not a purchase and won't be available in the cloud. The only way would be if you rent via computer and use home sharing or airplay to stream it via ATV or sync to IOS
Well, I rented a movie on my ATV 4 in the living room, then I continued watching it in the dining room on my ATV3 Without renting it again. I just had to scroll to where I left off in the living room. I also was able to view the rented movie on my IPad, again scrolling to where I left off. So, not understanding where you're getting your information.
Then you either made a purchase or you will be charged for another rental. If you'll note the information is direct from the Apple Support article, and this is due to the agreement with the providers.
