ipad air 2 (wi-fi) will not connect to ANY wireless network

I could use some help resolving an issue with an iPad Air 2 (wi-fi). It has iOS 9.2.1 and has been factory restored in attempt to fix the problem. Originally, it stopped connect to wireless networks. ANY type of security would give an immediate error or incorrect password. If the network is no secure, it gives an error that it can't join the network. I have tried at multiple locations with several brands of routers. The iPad is a friend's that I am trying desperately to repair for her. The issue might have started with the 9.2.1 update but I can't be sure. From what I find, 9.2 and previous are no longer signed. Before factory resetting, I tried resetting the network settings and disabling wifi assist and bluetooth. Any help would be greatly appreciated. Thanks!
