How to fix app updates stuck at "Open"?

I have an iPad Air with iOS Version 9.2.1. When attempting to update apps they are sitting at "Open". I've googled and tried several "fixes" (rapidly tapping Update button several times, logging off iTunes, powering down, and even a hard reset. Nothing has worked. Anything else to try? Thanks.

The apps have already been updated if you see "Open" against them. Its just a shortcut to go directly to the updated app. The list of "Open" apps will stay for about 2 weeks after updating, after which they will be rolled off.
