How do I stop the Cursor hover in El Capitan completely?

How do I stop the cursor hover completely in El Capitan? As the cursor is hovering monetarily over anything it brings up what it was hovering over whether you wanted that or not. I would prefer to click if I want something brought up.

MacBook Pro, Mac OS X (10.7.1)

The action you're describing, where if you hover over a link, like here at Apple Support Communities for example, a pop-up will show you where that link takes you, like to someone's profile, is native to that website. If you're on Twitter, and you hover over someone's @ name, it will show you a little pop-up of their bio. If such an action were able to be turned off, it would exist on that particular website. I checked both System Preferences and Safari Preferences and neither show any radio buttons or boxes you can tick to stop that.

No! This did not help me. If I hesitate my cursor over a link or drag my cursor slowly over a link anywhere in a message or on my home screen, it goes to that link. What I am looking for is a way to say "don't bring up a link until I click on that link". I would have thought that somewhere in El Capitan there should be a way to say "don't do anything until I click on it".
