iPhone rejects incoming email because it is “over quota.”

I send an email via my iPhone or iPad to a specific recipient’s iPhone and iPa. Almost as immediately I get this response from Apple:

Your message cannot be delivered to the following recipients:


Recipient address: jenniferadams@icloud.com
Reason: Over quota


I don’t know what “Over quota” means, or how to help my intended email recipient resolve this problem. We are both using iPhone 5 and iPad Air devices with current operating systems. Does anyone here know anything about this? Thanks!
