I have recently purchased ringtones from the iTunes Store, and I have just recently upgraded from the iPhone 6 64 GB to the iPhone 6s 64 GB and when transferring all my data through iTunes I've noticed that none of my ringtones came over. I've tried the iTunes matched store but its not showing me an option to select tones... Can someone please help me!!!1

Why should you be ? The store's terms advise you to take a backup copy of anything that you download as you might not be able to redownload them, you are only guaranteed one download of any item. Tones have always been a one-time only download from the store (and other items are only potentially redownloadable whilst they remain in the store and you don't move countries)
Ringtones are a one time download.
You should be storing them on your computer and you should always backup your computer.

They will be able to post your tones into your account. For future purpose have a back-up of tones as Ringtones are unable to re-download.

Not necessarily, whether they do so will depend upon if they are still in the store, if you've moved countries since buying them, and if they agree to do so
So if this is the case why can't I be refunded?
